Implemented an Enterprise Architecture program and vendor Sourcing Strategy for a global Media Company.

Project included developing the business case, organization alignment, and guiding principles of the EA program. Supported the program launch across the IT organization. In addition, developed an enterprise-wide Vendor Sourcing Strategy through financial assessment, ROI/CBA, and vendor selections.

Developed a defined process for designing, implementing, and maintaining overall solution implementation to meet the core focus and direction of a global media company’s business goals.

Developed a new IT program governance model and software design lifecycle at a global media company to ensure the organization is using predictable, repeatable, and accelerated processes.

Work included assessing current state to identify both best practices and gaps. Defined the vision and end state effectiveness goals in terms of CMM standards based on findings from current state assessment. Implemented tools and metrics so project monitoring could be standardized, artifacts shared, project estimation uniform and accurate and requirements definition, project management, change management, and governance facilitated and streamlined.

Contracted by the CEO of the Blue Cross Blue Shield Association (BCBSA) to provide a comprehensive assessment of the association's IT strategy.

Reviewed technology resources, current strategy roadmap, delivery schedules, strategic drivers, alternative delivery options, and communications to accelerate business value to BCBSA member plans. Efforts included the translation of business drivers into technology needs to measure the efficacy of each solution to meet organizational growth and comparison of BCBSA organization against industry best practices in five specific areas: organizational models; project planning, management and control; requirements management; measurement and analysis; and process and product quality assurance.

Provided oversight of Blue Cross Blue Shield Association's (BCBSA) National Account Strategy.

Program included design and implementation of the new business solutions organization involving detailed organizational/staffing assessment of the organizational model to ensure future national account strategy business/technology initiative success.

Conducted an operational efficiency audit and operational integrity assessment for Blue Cross Blue Shield Association (BCBSA) of the Service Benefit Plan (SBP), vendor contracted to provide health benefits to eligible federal employees and dependents.

Assessment included review of select financial, administrative, operational, information management, contract compliance, and regulatory activities to provide recommendations for improving SBP's business processes.

Managed design and development of a new Web-based claims management system (claim entry, error resolution, etc.) system, and a Web-based customer service application distributed to all plan partner organizations.

Contracted by the CIO of Prudential Individual Life Insurance to conduct an assessment of the Quality Assurance Organization.
