Synergies Between the Civilian and the Defence Cybersecurity Markets

Rapid growth is being experienced in the cybersecurity industry, driven primarily by the increasingly broad and sophisticated cyber threat environment. To counter these threats, solutions are being developed by civilian and defence cybersecurity players. This study explores how synergies between these two markets can be encouraged, where these synergies improve efficiency and innovation. In particular, the study identifies a number of challenges that will aid the European Institutions, Agencies and Member States in shaping the future of EU cybersecurity activities, including the planning and implementation of the Horizon 2020 (H2020) research programme, the cybersecurity industry strategy and the cybersecurity public-private partnership. In fact, the impacts of our research are already being seen; the aims and rationale of the public-private partnership, initiated in July 2016, strongly mirror the findings of our study.
